Trade License (Baladiya)

The permit that turns your CR into an operating business.

The Trade License is issued by the municipality (Baladiya) and — depending on your activity — coordinated with civil defence, MOPH, MOEHE, MME or MOI. It's the difference between a company on paper and a business that can serve its first customer. Jusoor manages every category, from standard office licences to fully-permitted clinics, schools and industrial facilities.

Frequently asked

Trade License questions we hear most.

What is a Trade License in Qatar?+

The Trade License (Baladiya License) is the activity-specific operating permit issued by the municipality authorising a company to operate at a specific physical premises. It sits alongside the Commercial Registration: the CR proves you exist as a legal entity, the Trade License authorises you to trade from a given address in a given activity.

How is a Trade License different from a Commercial Registration?+

The CR is issued by MOCI and identifies the legal entity nationally. The Trade License is issued by the municipality (Baladiya) and authorises a specific address to operate a specific activity. Every branch and every activity needs its own Trade License, all under one CR.

How long does it take to obtain a Trade License?+

A standard office-based license: 2–4 weeks after the lease is attested. Retail, F&B, industrial and clinical activities take 4–10 weeks because they require civil defence, MOPH, MME or MOCI sector approvals in addition to Baladiya.

Which activities need extra permits?+

Restaurants and cafés need health cards, hygiene approval and civil defence. Clinics need MOPH licensure for both the facility and every practitioner. Schools and training centres need MOEHE approval. Warehouses need civil defence and MME environmental approval. We coordinate every sector regulator in one file.

How often is the Trade License renewed?+

Annually, in line with the CR. Late renewal triggers Baladiya fines and — after prolonged delay — closure orders. Renewal typically completes in 3–7 working days if the lease and civil defence certificate remain valid.

Can I operate before the Trade License is issued?+

No. Operating without a valid Trade License is a Baladiya violation carrying fines and — for regulated activities — criminal liability. Pre-opening soft launches, staff training and equipment installation are permissible; commercial operations are not.
